KELLOW (G. S.), Assistant to Goods Manager, Southern Scottish Area, London and North Eastern Railway. Mr. Kellow began his railway career as an apprentice clerk, being indentured to the North British Railway Company. After acquiring a knowledge of goods, mineral and passenger working at various stations in the Monkland District, Mr. Kellow was drafted to the District Traffic Superintendent's Office and later to the Office of the Plant Superintendent. In 1896 he became Personal Clerk to the Head of the Canvassing and General Section in the Goods Manager's Office, subsequently filling various positions and gaining a direct acquaintance with all branches of the work coming under the jurisdiction of the Goods Manager. From 1907 to 1912 Mr. Kellow was allotted special duties dealing with the detention of wagons and revenue from extraneous sources; in addition he was entrusted with the preparation of schemes, involving negotiations with other railways, designed to improve the transit of traffic by revised routing and tranship loading arrangements, and effecting economies generally in goods working. In 1913 he was made Head of a new section to inquire into and improve goods station methods and organisation, and take such steps as necessary to ensure that the commercial work was efficiently undertaken. On the railways being taken over by the Government in 1914 Ire became responsible under the Goods Manager for all matters affecting Government traffics. On de-control he dealt with matters which the change in conditions arising from railway grouping brought about. In 1923 he was appointed Chief of the Combined General and Statistical Sections of the Goods Manager's Office, part of the work falling to the Section being schemes for the merging of station accounts consequent upon declining traffics and the withdrawal of services on branch lines. In recent years he has represented the Goods Manager on various Sub-Committees and from time to time has acted as Secretary to the L.N.E.R. Area Goods Managers' Conference. Mr. Kellow's present appointment dates from January, 1932.
KERR (Kenelm), O.B.E., Assistant General Manager (Staff), London and North Eastern Railway. Educated at Merchant Taylors' School and Trinity College, Cambridge, Mr. Kerr entered the Civil Service in 1904. In 1910 he became Principal Private Secretary to the Postmaster-General, and in 1912 was appointed Assistant to General Manager, North Eastern Railway, for staff and labour matters, and Secretary (company's side) of the North Eastern Railway Conciliation Conference. Between 1919 and 1921 Mr. Kerr served on various London Committees concerned in negotiating the national settlement, and served on the Negotiating Sub-Committee of General Managers. He was also a member of the Central Wages Board as originally constituted, and is a member of the Central Wages Board as reconstituted under the Railways Act. He became Passenger Manager, North Eastern Railway, in March, 1922, his present position dating from January 1st, 1923.
KILLIN (Robert), C.B.E., M.Inst.T., General Superintendent (Northern Division) London Midland and Scottish Railway. Mr. Killin joined the Caledonian Railway in 1882, and in 1894 was appointed chief of the special ticket examiners. In 1897 he became night stationmaster at Carlisle. He was, in 1908, selected to act as Assistant District Superintendent of the Western Division of the line, extending from Beattock in the south to Greenhill in the north, and two years later succeeded Mr. Watson as Superintendent of the same division. His appointment as Assistant Superintendent of the line dated from 1912, a post he filled until, in 1916, he became Superintendent of the Line, Caledonian Railway. No record of Mr. Killin's work would be complete that did not contain reference to his enthusiasm for railway ambulance work. He is justly proud of having been a member of the first Caledonian Railway team to gain challenge cup honours. In 1923 he was appointed General Superintendent (Midland Division), becoming later in the same year General Superintendent (Passenger Services). His present appointment dates from August, 1924.
KNOTTS (J. H.), Assistant to Chief Engineer for Statistics, Staff and Stores, Southern Railway. Born in 1872, in July, 1886, Mr. Knotts entered the service of the London and South Western Railway at Guildford, in the Engineer's Department. From 1895 Mr. Knotts has successively held the following appointments: Chief Clerk to the Way and Works Superintendent, Chief Clerk to Signalling Superintendent, Organising Assistant for Engineering Accounts under the Chief Engineer, First Accounts Clerk, and subsequently Chief Clerk to the London District Engineer, Assistant to Engineer's Accountant under Chief Engineer, and Engineering Accounts Assistant to Chief Accountant. In the last-mentioned capacity Mr. Knotts assisted with the Government investigation of various companies' claims for arrears of maintenance and renewals and other matters. His present appointment dates from 1923.
