Alfred Marks had been a trainee hotel manager before launching an agency for catering staff from a small office in Frith Street, Soho, in 1919. He supplyied waiters for the West End banqueting trade. Waiters would earn 25 pence for serving lunch from which the agency would take 10%.

The bureau was sold in 1977 to international staffing giant Adia, latterly known as Adecco.
