ANTONIO PAULO DE MELLO BARRETO was born on the 10th December, 1839, at Rio de Janeiro, where he died on the 12th September, 1908.

He obtained his scientific training at the Military and Central Colleges in that city, and after paying an extended visit to Europe on behalf of his Government, he was appointed Fiscal Engineer of the Rio de Janeiro City Improvements Company, then carrying out the drainage of the city. He was also engineer of various railways in Brazil.

He was elected a Member of The Institution on the 2nd December, 1879.
