D. Balfour, BSc PhD, studied natural philosophy at St Andrew's University and nuclear reactions using the 300 MeV synchrotron at Glasgow University. Between 1959 and 1963 he was engaged on high-temperature plasma physics studies at the former AEI research laboratory at Aldermaston Court.

On joining IR&D Co in 1963 he was involved in the closed-cycle magneto-plasma-dynamic energy conversion project. In 1966 he was appointed Head of Applied Sciences Department which includes a strong laser team and has been principally concerned with the development and application of lasers and laser techniques in medicine and in various branches of engineering.
