. . . . He commenced his professional career in 1862 as assistant to Lewis P. Moline on the survey of the railway from Sandhurst (now Bendigo) to Echuca, and in laying out the telegraph line between those places, and was also engaged on trial surveys to Albury and Violet Town.
From 1865 to 1869 he was an Assistant Engineer and Surveyor in the Victorian Water Supply Department, and was engaged with Mr. Moline in the laying out an& construction of the Coliban Aqueduct from Elphinstone to Sandhurst and Huntley.
On the completion of this work Mr. Hawkins qualified as a Surveyor, and from 1870 to 1876 was employed in making Government contract and mining surveys in the Sandhurst district, and an engineering survey for the drainage of flooded lands at Corop.
For the following six years he held the position of Engineer and Secretary to the Strathfieldsaye Shire Council, constructing roads and bridges, and carrying out various municipal works. He also formulated an extensive scheme for supplying with water, for domestic, irrigation, and stock purposes, the vineyards and orchards in the Emu and Sheepwash Valleys south of Sandhurst.
