1920. Died. 'Mr. Francis Arthur Adam Cowley, C.I.E.. Chief Engineer Bengal, has died at Darjeeling, India his fifty-second year. Mr. Cowley joined the India Pubic Works Department 1890 an assistant engineer, became superintending engineer 1912. and chief engineer October 1917. He was the son of the late Mr. F. W. R. Cowley. M.A., I.C.S.. and of Mrs. Cowley, The Gables, Charlton lane, Cheltenham.'[1]
