FRANCIS SEBASTIAN BURRE GAFFNEY, born on the 21st January, 1860, received his practical training under his father, the late Mr. Edward Gaffney, formerly Sub-Commissioner of Valuation, on various drainage-works in Ireland.

Subsequently he was employed as an Assistant Engineer on the construction of the Bantry Extension Railway, and under the late James Price on the Lough Erne drainage-works.

In 1890 he proceeded to the Straits Settlements to take up the appointment of Assistant Superintendent of Works and Surveys, Province Wellesley....(more)
