FREDERICK MACKINLAY, born on the 29th October, 1859, at Rosario, Argentina, received his practical training in England at the Thames Ironworks.

In 1880 he returned to South America and entered the Railway Survey Department of Argentina. He was employed on the survey and construction of railways in the various provinces, and subsequently engaged in consulting practice in Buenos Aires, where he died on the 31st December, 1913.

Mr. Mackinlay was elected an Associate Member of The Institution on the 19th May, 1885.
