1875 January 27th. Born in Neemuch, Bombay, India, the son of George Lennoy Hanmer Starr and his wife Laura Isabella Mitchell

1922 Eng.-Com. R.N., H.M. Dockyard, Portsmouth: b. 1875; s. of Captain G. L. H. Starr, late Royal Inniskillen Fusiliers, m. Kathleen Mary Prescott, 1904. Ed. Hurstpierpoint College, 1888-92; City and Guilds Engineering College, Finsbury, 1892-4. Training with W. H. Allen, Sons and Co., Bedford, 1894-7. Assistant Engineer, R.N., 1897; Engineer-Lieutenant, 1903; Engineer. Lieut.-Commander, 1911; Senior Engineer of H.M.S. "Indomitable" on the occasion of visit of H.R.H. Prince of Wales to Quebec when that ship on the return journey lowered all existing Atlantic records by maintaining an average speed of 25.3 knots. Served in Ordnance Department, Admiralty, 1910-14. War Services. As Assistant Engineer of H.M.S. Centurion landed with Admiral Sir E. J. Seymoues Column, June, 1900, for Relief of Peking (medal and clasp); Senior Engineer of H.M.S. "Queen Elizabeth" at Dardanelles, 1915; promoted Engineer-Commander, 1916, for good service; Engineer-Commander of H.M.S. "Duncan" in Mediterranean and H.M.S. "Cochrance" in Second Cruiser Squadron; in charge of gun mountings, Portsmouth Dockyard, 1917.
