Herbert Parr was educated at the Victoria Science and Art Schools, Southport, and received his apprenticeship with the Vulcan Motor and Engineering Co., Ltd.

After a period as Senior Draughtsman with Leyland Motors, Ltd., he returned to the Vulcan Company as Second in Charge of the Drawing Office, a position which he occupied from 1919 until his death, which took place on 9th December, 1931, at the age of 39.

He was elected an Associate Member in 1920.
