1811 'In consequence of information received by Mr. Miller, Superintendant of the Police, Liverpool, that Hugh Wagstaff had arrived there from Manchester, for the purpose of conveying manufacturing implements to America, he watched him and observed him go several times on board the Mount Vernon, bound for New York. Yesterday se'ennight, he observed him assist in loading a cart with boxes, some of which were put board the Mount Vernon; the Officer then went on board, took him into custody, and seized 23 boxes, containing spindles used in the spinning of cotton. He has undergone several examinations, and is committed to Lancaster Castle for trial.' [3]
