'Joseph Flack, formerly of Chatham, Kent, Stone-Mason and Builder, afterwards of Ipswich, Suffolk, Civil Engineer and Foreman of Works at Ipswich Barracks, then of Norwich Barracks, in the county of the city of Norwich, Civil Engineer and Foreman of Works at Norwich Barracks, and late of the hamlet of Thorpe, in the county of the said city, Civil Engineer and Foreman of Works at Norwich Barracks, as aforesaid.'[1]
