JOSEPH JOHN ELMER was born in London on 9th October 1849, and was educated privately.

From 1867 to 1872 he served an apprenticeship with Messrs. Bryan, Donkin and Co., Bermondsey, remaining for over a year as draughtsman.

He then was engaged for nearly four years as Inspector with the Steam Boiler Insurance Co., under Mr. R. B. Longridge.

In July 1879 he became a draughtsman with the Westinghouse Brake Co., and four years later was appointed Works Manager, which position he held until 1909, when he became their Consulting Engineer.

Mr. Elmer retired from active service with the Company at the end of 1914, and during all that long period he was associated with several patents relating to detail improvements in the Westinghouse air-brake.

His death took place on 25th August 1923, in his seventy- fourth year.

He became a Member of this Institution in 1900.
