Described and illustrated in The Engineer 1879/09/19. The general arrangement of the machinery was made by Messrs. 0. Powis and Co., and has been erected and the work completed, with many additions, by the present Borough Engineer, Mr. G. B. Jerram, Assoc. M. T. C. E., with Messrs. Young and Co. of Eccleston Foundry as contractors, and Mr. Davis as Clerk of the Works.'
