Established in 1891 by Robert Gordon Shewan, and Charles Alexander Tomes, the present principals. Upon the failure in 1891 of Russell & Co., a well-known house in China, the business was taken over by R. G. Shewan and C. A. Tomes, trading as Shewan & Co. Three years later style changed to Shewan, Tomes & Co.
