STEPHEN LACEY was born at Beckton, Essex, on 5 March 1885, and died at Highgate, London, on 2 January 1943.

He was educated at Westminster City School and received his engineering training at the Central Technical College, London, gaining the degree of B.Sc., with Honours, of London University.

In 1905 he joined Messrs. G. H. Hill & Sons, Consulting Engineers, of Westminster, as an assistant, and was engaged on the design and construction of waterworks until 1911, when he was appointed an assistant engineer to the Gas Light and Coke Company.

In 1918 he was appointed Distribution Engineer, and in 1923 assumed the additional duties of Deputy Controller of Gas Sales, in which capacity he devoted special attention to the technical activities of that Department.

In 1932 he succeeded Sir Francis Goodenough as Controller. At the time of his death he was acting as Convener to the Post-War Planning Committee of the British Gas Federation, and as a member of Council of the Gas Research Board....[more]
