1859 Critical article. '...the appointment of Mr. Wm. Lewin by the Boston Harbour Trust Surveyor to the Harbour in that borough. He already holds the situation Surveyor to the Drainage of your district, and also of the Black Sluice....He is called C.E. Where did he receive his education, and what body conferred on him that degree? Or does he consider himself justified in assuming it because took a leap from being time-keeper one of the dockyards under Sir John Rennie to the Surveyorship of the Black Sluice? Yet this reputed C.E. is lauded and held up as the only person fit for filling the office of Surveyor to the Harbour Trust...'[3]
