- 1893 'The Local Government Board Enquiry into the application of the Rural Sanitary Authority of the Holywell Union, for authority to take proceedings against the Welsh Flannel Manufacturing Company, and the St. Winefred's Brewery Company, under part 3 of the Rivers Pollution Prevention Act, 1876, for polluting the stream from St. Winifred's Well. .... The firm of Messrs. Newton, Keates and Co., the owners the Battery-row, Meadow, and Abbey Mill Pools. were represented by Mr. Thos. Hughes, manager, Mr. Dixon, general secretary of the firm, and Mr. Edmund L. Keates, barrister-at-law of the Inner Temple. .... The Welsh Flannel Manufacturing Company had two mills, the Upper and Lower Mills. ....' [1]. The report described the proceedings at length.
