After serving in a similar capacity with the borough of Watford for five years he began, in 1935, a connection with the city engineer's department of Portsmouth, which lasted to the end of his brief career, his first duty being that of general engineering assistant. | |||

"HORACE FAWCETT PAYNE spent the whole of his career in municipal engineering, the greater part in connexion with drainage.
