On the completion of his articles he remained with the latter for a brief period as his assistant, following which he was appointed engineering assistant to the Merton and Morden Urban District Council. After serving in a similar capacity with the borough of Watford for five years he began, in 1935, a connection with the city engineer's department of Portsmouth, which lasted to the end of his brief career, his first duty being that of general engineering assistant. | |||

After serving as acting chief engineering assistant for five years he finally became, in 1946, senior assistant engineer. "HORACE FAWCETT PAYNE spent the whole of his career in municipal engineering, the greater part in connexion with drainage.
