1874 Lieut-Colonel P. H. Scratchley RE, was Inspector of Works, Royal Arsenal, Woolwich. He was a member of the sub-committee which conducted trials of a method of inflating a balloon on the battlefield[1]
1877 Promoted to regimental Lieutenant Colonel. In charge of various defensive constructions in Australia.
1878 Associate of the Inst of Civil Engineers
1882 Honorary rank of Major General Scratchley R.E., Assoc. Inst. C.E.,
1882 Resigned from military service but continued his work for the colonial service
1884 Special commissioner for New Guinea
1885 Knighted KCMG
1885 Died at sea; buried on St Kilda.
