Horn, David Bayne, C.I.E. (1905), F.C.H.; M.I.C.E.; Public Works Department Bengal (retired); b. 1851; s. of late David Horn of Mid Douglie, Perthshire; educ: R.I.E. College; joined service as Assistant Engineer, 1874; Executive Engineer, 1882; Under-Secretary, Public Works Department, 1885 1886; Superintending Engineer, 1896; Member, Legislative Council, Bengal, 1902; Chief Engineer and Secretary to Government, 1902-6; retired, 1906. Club: Oriental.
