1927 S. Instone and Co., Ltd., shipowners and colliery proprietors, leased the works and waterways at Silvertown that had belonged to the Thames Ironworks Co and which had been maintained by the London and North Eastern Railway since 1912. It was intended to develop the site as a shipping centre.[2]
