FRANK STARKEY, born on the 17th March, 1856, was educated at the Manchester High School, and at the Royal College of Science, Dublin, and served his apprenticeship at the Crewe Works of the London and North Western Railway.
After completing his articles and serving for a short period with his father on drainage work at Tamworth, he proceeded to South Africa, where he joined the staff of the London and South African Exploration Company, at Kimberley, retaining the appointment until the transfer of the undertaking to the De Beers Company in 1899, when he came home.
Returning to the colony during the war, he started a consulting practice in Cape Town, being engaged principally in surveys for water-supply and irrigation.
He died in Cape Town on the 14th September, 1904.
Mr. Starkey was elected a Member of the Institution on the 12th April, 1904.
