"CHARLES ROBERT YATES was for over forty years resident inspecting engineer at Newport, Monmouthshire, for Messrs. Rendel, Palmer and Tritton, Westminster, consulting engineers. He was educated at a private school in Wednesbury, where he also attended classes at the Technical School.
