JOHN WILLOUGHBY MEARES, C.I.E., was born at Barnet, Herts, on the 22nd July, 1871, and died at Bournemouth on the 11th January, 1946.
He was educated at Winchester School and University College, London, and in 1889 commenced his technical training with Crompton & Company, Ltd., of Chelmsford.
In 1896 he carried out surveys and the erection of plant and transmission lines for the hydro-electric scheme in Darjeeling, Bengal, for Messrs. Kilburn & Co., of Calcutta.
In 1898 he was appointed Electrical Inspecting Engineer to the Government of Bengal, Public Works Department, and in 1905 he became Electrical Adviser to the Government of India, with the grade of Superintending Engineer, which position he held until its abolition in 1922. From 1920 to 1922 he was also in charge of the Hydro-Electric Survey of India, and was joint Author (with the late Mr. G. T. Barlow) of the "Preliminary Report on the Water Power Resources of India", published in 1919....[more]
