Is this the same person:

1866 Notice given by Louis Sterne, of Old Broad-street, London, Engineer, in respect of the invention of "improvements in buffers, draw springs, and bearing springs." The result partly of communications made to him from abroad by Edward Lindner, of Vienna, Austria, and partly of invention or discovery made by himself.[1]
