1897 Born at Handsworth the son of Percy Harry Budgen, an Electroplater.
Premium pupil with Tangyes, Ltd., 1912-16;
R.N. College, Greenwich, as Lieutenant R.N.V.R. for special researches on the application of the gyroscope for Admiralty purposes, 1916-19.

Investigated problems and carried out researches on the "Fatigue of Metals" for three years, Metallurgy and Hydraulics for two years; Chief Designer, Horseley Bridge Eng. Co., Tipton, 1924-25.

In collaboration with the Consulting Engrs., supervised the design of the operating machinery and elect. equipment for numerous important movable and other bridges (swing, single and double leaf, rolling lift, etc.), including Auckland Harbour, Weymouth, Poole, Boothferry, Kincardine-on-Forth, Lower Zambesi, Chiswick, etc.; special "creeper cranes" for Howrah (Calcutta); masts and mooring equipment for airships. Member of B.S.I., of International Assocn. for Bridge and Structural Eng. and of Committees appointed by Scientific Institutions.
