1887 Richard Clere Parsons started a consulting practice; later in that year he went into partnership with the John Frederick La Trobe Bateman. Bateman's son-in-law Lee La Trobe Bateman also joined the partnership.

The consulting work was on works executed abroad, including the complete water and drainage scheme for Buenos Aires, and the preparation of a drainage scheme for St. Petersburg.
