BARCLAY HUGHES YOUNG, second son of Surgeon-General Henry Young, late of the Madras Medical Service, was born on the 7th of October, 1854. After passing through the Royal Indian Engineering College, Coopers Hill, he was placed for a time with the late Charles Andrews, then Superintending Engineer of the Admiralty works at Haulbowline, Queenstown, in order to gain some practical experience. In October, 1877, he entered the Public Works Department of the Government of India as an Assistant Engineer and was posted to irrigation works in the Godavari District.....[more]
