PRANCIS WILLIAM ALLEN, born at Douglas, Isle of Man, on the 25th January, 1850, was educated at Park School, Bewdley, and served a pupilage to the late Mr. George Wilson Stevenson, whose assistant he afterwards became, representing his chief on sewerage works for Litchwick (Derby), and gasworks for Scarborough and West Bromwich.
Subsequently, he acted as chief assistant to Mr. Stevenson, in which capacity he took charge of the drawing office and supervised the work in connection with schemes for sewerage, gas- and water-supply, for which Mr. Stevenson was responsible.
In 1882 he joined the staff of the late Mr. Joseph Gordon, then Borough Surveyor of Leicester, and was appointed in 1890 Assistant Borough Surveyor, under Mr. E. George Mawbey, the office of Estate Surveyor being subsequently added to his duties. He held both these appointments with credit and ability up to the date of his death on the 12th August, 1905, a period of 15 years.
Mr. Allen was elected an Associate Member of the Institution on the 1st March, 1898.
