The first development on the site of the Minerva Works, Horseley Fields, took place before 1840. The site had the benefits of a long canal frontage on the East and a canal basin to the South.
1857 the Minerva Iron and Steel Works was founded on the site by Isaac Jenks.
Soon after he founded the Beaver Works on Lower Horseley Fields
1867 the Minerva site was said to have 21 puddling furnaces, 4 mills and forges.
1871 A map shows that by this time Minerva Lane had been extended northwards to connect to Horsley Fields, and the site largely redeveloped, possibly as a result of the foundation of the Minerva Works.
