JOSEPH PITTER BAYLEY was closely associated with the recent development of steel sleepers and was the patentee of the G.K.N. Composite Steel and Iron Sleeper, which is used on home and foreign railways. He also patented many other original ideas in connexion with permanent way and read a number of papers on permanent-way fastenings.
He was born at Horsehay, Shropshire, in 1889, and served his apprenticeship at the Horsehay Bridge and Engineering Works, of which in later years he became works manager.
In 1921 he was appointed general manager of the Cwmbran Works (Monmouthshire) of Messrs. Guest, Keen and Nettlefolds, and he held this position until the time of his death.
Mr. Bayley took a great interest in the social life and welfare of his employees.
He died on 24th April 1931 at Gibraltar, whilst on his return from a business tour in India.
He became an Associate Member of the Institution in 1922.
