The only flying-boat design of the Royal Aircraft Factory, the Coastal Experiment No. 1 was conceived in February 1917. It was a two-seater pusher with a wooden hull.

N97 was powered by a 230-hp R.A.F.3a and N98 by a 260-hp Sunbeam Maori engine.

The first flight was on 17th January 1918. No production orders were placed as the Felixstowe F.2 was considered superior.
