1829 William Baxter, Penhyn Castle, Bangor, Architect, became a member of the Institution of Civil Engineers.[1]

Mr. Baxter and Mr. Blackwell had long been Members of the Institution, and although their residence at a distance from the metropolis prevented their frequent attendance at our meetings, they have shown the interest they felt in its welfare, by contributions both to the Library and the Collection of Models.
