1884 August 10th.[1] Born the son of a ship’s riveter, later boiler maker. He served an apprenticeship as a joiner but studied surveying
1909 Was a highways surveyor in Peterborough when he married in 1909.
Lecturer in Engineering at the Sunderland Technical College, and the Leicester Education Committee.

1922 April. 'William Bell, Inst.C.E., M.Inst. and Cy.E.. the Assistant Borough Engineer and Surveyor to the Sunderland Corporation, who has been appointed, out of 160 applicants to fill the position of Assistant Borough Engineer and Surveyor to the Metropolitan Borough of Camberwell, was born in Sunderland and educated at the Bede Collegiate School and Technical College. The salary attached to the appointment is with £500 to £600 with superannuation. Mr. Bell has passed numerous examinations, which include those of the Institution Civil Engineers, Municipal and County Engineers, Surveyors’ Institution, and Royal Sanitary Institute, and was formerly senior lecturer in Engineering under the City of Leicester Education Committee, and for the past three years has been senior lecturer in Building Construction and Surveying at the Technical College, Sunderland. Prior to coming to Sunderland, three years ago, Bell held the positions of Surveyor to the Thorney R.D.C., Cambridgeshire, the whole of the estate owned the Duke of Bedford, and Engineer and Surveyor to the Oadby Urban District Council, Leicestershire. During his term of office at Sunderland he was Acting Borough Engineer and Surveyor for a period of twelve months, for which services the Sunderland Corporation made him an honorarium of £200.'[2]
By 1939 was Borough Engineer and Surveyor, Metropolitan Borough of Camberwell. He and his wife Ada lived in Beckenham[3]
WWII. Moved to Monmouthshire and died there on 24th December 1957.
