Born the son of John Thomas Elford, a Municipal Surveyor

1896 Married at Norwich to Laura Agnes Manser and had two sons and two daughters

1915 Borough Engineer and Surveyor of Southend-On-Sea.[1]

1922 M.Inst.C.E., M.I.Mech.E., M.Inst.T., M.T.P.I., Vice-Pres., Inst.M. and Cy.E. City Engr. and Surveyor, City Hall, Cardiff.

1934 Authored 'Road Making and administration' by Ernest John Elford and Percy Edwin Spielmann.[2]
