1855 May 11th. Born in Ferozepore, Bengal, India the son of Thomas Louth Harington and his wife Emily Octavia Ball
1878 April 25th. Married at Lahore, Bengal, India, to Janet Wanda Burnacka Thomson
1904 February. 'The Ceylon Government having applied to the Government of India for the temporary services of engineer experienced in narrow-gauge railways to advise them regarding such railways in Ceylon, it has been arranged that Mr. H. S. Harington, the agent and chief engineer of the Kalka-Simla Railway, shall to Ceylon for a few weeks. Mr. Harington was to leave Simla on Jan. 25 for Colombo'[1]

HERBERT SEPTIMUS HARINGTON, born on the 20th April, 1855, died at Patiala, India, in November, 1913.
After passing through the Royal Indian Engineering College, Cooper's Hill, he joined the Indian Public Works Department in 1875, and was appointed to the railway branch of the service.
He was engaged successively on the Punjab Northern State Railway, the North Western State Railway, and as Chief Engineer of the Mari-Attock Railway, the Delhi-Amballa-Kalka, and the Kalka-Simla lines.
In 1906 he attained the rank of Chief Engineer, first class. After reporting on light railways in Ceylon and acting as Engineer-in-Chief of the Kashmir Railway survey, he was appointed in 1908 Director of Railway Construction, and subsequently Chief Engineer under the Railway Board, retiring in 1910. He died whilst supervising the construction of a light railway system for the State of Patiala.
Mr. Harington was elected n Member of The Institution on the 2nd December, 1800.
