Joseph Alfred Bromley was born in 1884. He was apprenticed to electrical engineering and spent a period with Leeds Corporation Tramways, gained general practical experience, after which he was appointed Chief Assistant Rolling Stock Superintendent of the Corporation Tramways, leaving them in 1920 to become General Manager and Engineer of York Corporation Tramways.
Later he accepted a position as Engineer and Manager of Durban City Transport, retiring in 1944.
He died in August, 1945, at the age of 61.
He was elected a Member in 5925.
