From Graces Guide

Steam vessel built for use as a tender at Liverpool to serve vessels that could not cross the bar. This was the only occasion when the builder, David Napier, took a government contract. The ship was named after the Duke of Richmond, then Postmaster-General.

Another steam-powered vessel of this name was built at Great Yarmouth c.1817 for use on the Thames, with engine by Maudslay[1].
