Leslie Neave Flatt, B.Sc.(Eng.), who was born in 1889 and whose death occurred on 16th August 1957, was elected an Associate Member in 1914 and a Member in 1922. He was also a Member of the Institution of Civil Engineers and of the Institution of Locomotive Engineers.
Mr. Flatt received his education at Forest School, Walthamstow, and at King's College, and East London College.
In 1906-11 he was apprenticed to the Great Eastern Railway, at Stratford, and subsequently served as a draughtsman in the drawing office there. In 1913 he became Assistant Locomotive Superintendent to the East India Railway.
With the exception of the years 1916-19 when he served with H.M. Forces in Mesopotamia, Mr. Flatt spent the major part of his career connected with various railways in India.
In 1940 he became Director of Steel Supplies and Engineering Department of Supply, Government of India; and in 1951 he joined the United Steel Companies, Ltd., as Technical Consultant on Railway Materials.
For many years Mr. Flatt served on the Indian Advisory Committee of this Institution.
