Dept.), 1910-23; during the War, 1914-19, served in E. Africa as Major, R.E. (twice mentioned in despatches and awarded M.C.); 1923, appointed Gen. Manager, Vulcan Foundry, Ltd., and subsequently Managing Director. Was Pres., Manchester Dist. Eng. Employers' Assocn., 1931-33.

We record with regret the death of Mr. Frederick Seymour Whalley, which occurred at Marlow on November 17.

Mr. Whalley, who was seventy-three, was a past-president of the Institution of Locomotive Engineers, and was for some years managing director of The Vulcan Foundry, Ltd., and chairman of Robert Stephenson and Hawthorns, Ltd.
