CHARLES EDWARD LACY-HULBERT was the founder and managing director of Messrs. Lacy-Hulbert and Company, of Westminster, pneumatic engineers.
He was born in 1868, and commenced in 1884 a four years' pupilage in the Manchester and Glasgow works of Messrs. Sharp, Stewart and Company, Ltd.
