"ARTHUR WILLIAM CHARLES PARFITT, Wh.Ex., who was born in 1897, received his education at Portsmouth Technical School, where he won a Whitworth Exhibition, and served his apprenticeship in the mechanical engineering department of H.M. Dockyard, from 1911 to 1917.
