Barker of Toppesfield, Essex, 2 s., 3 d. Ed. St. Michael's School, Hastings. Entered the office of the Borough Engineer of Hastings, P. H. Palmer, M.Inst.C.E., in 189o, and served under him as an assistant for 9 years. 1898-1914—Borough Engineer of Bridlington, Yorkshire, and Consulting Engineer to several other local authorities; Special Lecturer on "Harbours and Coast Defence Works," to the Manchester University, 1914; Member of the Council of the Institution of Municipal and County Engineers, 1913-14; Addressed the British Association at Birmingham, 1913; Diploma of Associate Membership, Institution of Civil Engineers (by Exam.), 1906; Diploma (by Exam.), Institution of Municipal and County Engineers, and of the Royal Sanitary Institute. Chief Works: Engineering and architectural works designed and carried out at Bridlington and elsewhere, valued at 250,000. Chadwick Professor of Municipal Engineering in the University of London, from 1914; and Consulting Engineer at Westminster; Specialist in Coast Protection Works; Consultant to a number of Local Authorities re Coast Protection and Reinforced Concrete Construction. War Services.—Served in France and Belgium as a " Specialist Sanitary Officer," from November r, 1915, to January 22, 1919; Commanding Officer (Captain R.A.M.C.) of the 34th and 57th Sanitary Sections. Awarded the 1914-15 Imperial Star; twice mentioned in Sir Douglas Haig's dispatches; twice awarded the Royal Humane Society's Certificate on Vellum for saving life.
