NAISBY (J. T.), Passenger Manager, North Eastern Area, London and North Eastern Railway. Mr. Naisby succeeded Mr. C. A. Lambert in March, 1927. He was educated at Morpeth Grammar School, and commenced as a Junior with the North Eastern Railway Company at Morpeth Station. Later he was transferred to the Divisional Goods Manager's Office, Newcastle, as Personal Clerk to the Manager. In April, 1898, Mr. Naisby was appointed Chief Clerk to the District Traffic Agent at Carlisle, and in October of the same year joined the staff of the General Goods Manager at York. On the reorganisation, in January, 1901, he was given a position in the newly created General Traffic Manager's Office, and later was attached to the General Superintendent's Office. In October, 1905, he was appointed Dock Agent at Tyne Dock, and on the retirement of Mr. Joseph Fairless, Mineral Manager at Newcastle, was transferred to the position of Assistant District Goods Manager, with special supervision of the heavy mineral traffic in that area and shipping at the various ports in the district. Mr. Naisby was appointed District Goods Manager at Middlesbrough in January, 1914, and District Goods Manager, Newcastle, in 1923.

NEWCOMBE (George Rymer), O.B.E., M.Inst.T., Docks and Marine Manager, Southern Railway. Mr. Newcombe is a son of the late Mr. Percy Newcombe, who was for many years connected with the Midland Railway Company, and grandson of Mr. William Lister Newcombe, a former Goods Manager and General Manager of the Midland Railway. He was born at Newcastle-under-Lyme. Staffordshire, on May 26th, 1884, and entered railway service as a junior clerk in the Goods Department at Burton-on-Trent. He later went to Sheffield (Wicker), and in 1902 joined the staff of the Engineers' Office of the old Lancashire, Derbyshire and East Coast Railway under the late Sir James B. Ball. When that line was taken over by the Great Central Railway on January 1st, 1907. and Mr. Russell Willmott was appointed District Engineer, Mr. Newcombe remained as one of his assistants until September, 1908, when Mr. Willmott was appointed Manager and Engineer of the Stratford-upon-Avon and Midland Junction Railway, and Mr. Newcombe Assistant Manager. On January 1st, 1912, when Mr. Willmott was appointed General Manager and Secretary of the Isle of Wight Central Railway, Mr. Newcombe accompanied him as Assistant General Manager. This position he held until July, 1920, when he was appointed Manager of the Isle of Wight Central Railway on the death of Mr. Russell Willmott. He continued to hold this post until the company was absorbed by the Southern Railway on January .1st, 1923, and during that year was acting District Superintendent in the Isle of Wight. On January 1st, 1924, he became Assistant Docks Manager at Southampton, and was made Deputy Docks and Marine Manager in May, 1925. In 1927 he became Docks and Marine Manager.

NEWCOMBE (Samuel R.), Divisional Marine Manager, Southampton, Southern Railway. Mr. Newcombe entered London and South Western Railway service in the Steam Packet Department as a Junior Cleric in February, 1891. He was appointed Cashier in the Department in October, 1899, and in January, 1910, became Chief Passenger Clerk and Accountant. His present position dates from 1927.

NEWLANDS (Alexander), C.B.E., M.Inst.C.E., Chief Engineer London Midland and Scottish Railway. Mr. Newlands is a native of Elginshire, and entered the service of the Highland Railway in 1892, on the completion of his apprenticeship. At first attached to the Head Office staff, and having been engaged in the parliamentary work of the Kyle Extension Railway (10 miles of the Dingwall and Skye section of the line, including the Deep Water Pier at Kyle of Lochalsh), he was in 1893 appointed Resident Engineer on these works, and saw them completed in 1897. While in this capacity he assisted in the preparation of the many railway schemes in the Highlands of Scotland, amongst these being the Culrain to Lochinver Railway, 50 miles; Forsinard to Portskerra Railway, 15 miles, and systems of light railways in the Island of Skye and in The Lewes. In 1897 appointed Resident Engineer on the Widening of the Highland Main Line on the heavy incline from Blairatholl to the County March, lie later saw this work carried over the Grampian Summit to Dalwhinnie, 24 miles. In 1898, having been made Chief Engineering Assistant, he returned to headquarters, Inverness. In 1901 he was appointed Assistant Engineer, and in January, 1914, he was made Engineer-in-Chief. Mr. Newlands, under his predecessor, supervised the location and construction of the Dornoch Light Railway, 7 miles; the Wick and Lybster Light Railway, 14 miles, and the Cromarty and Dingwall Light Railway, engineered by a private firm, has been constructed under his supervision. He completed the widening of the Highland Line north of Inverness, from Clachnaharry to Clunes, opened in 1914. He became Divisional Engineer (Inver. ness) in 1923, transferred to the Western Division, with headquarters at Crewe, in. May, 1925, and received his present appointment in January, 1927.

NEWMAN (R. A.), M.Inst.T., London Suburban Manager (Southern Area), London and North Eastern Railway. Mr. Newman entered Great Eastern service in 1884 as a Probationary Clerk in the booking office at Harwich. Subsequently he became Goods Clerk at Brightlingsea, General Clerk at Dovercourt and Elmswell, and Goods Clerk at Southminster. In January, 1893, he was transferred to the ledger accounts section of the Goods Manager's Headquarters Offices at Liverpool Street Station, and twelve months later to the rates office, and subsequently to the general office of the department. In 1914 Mr. Newman was attached to the Chief Goods Manager's personal staff for special duties, and in January, 1920, became Outdoor Assistant to the Commercial Superintendent.

NEWTON (C. H.), Chief Accountant, London and North Eastern Railway. Mr. Newton joined the Great Western Railway in September, 1897, obtaining experience in various sections of the Chief Accountant's office, including charge of the Electric Light and Hotels and Refreshment Rooms Department accounts. For some time he also held the position of Principal Clerk in the Book-keepers' Section. He transferred to the Great Eastern Railway on October 1st, 1916, as Assistant to the Comptroller, becoming Assistant Accountant on November 1st, 1919, and on May 1st, 1922, he was appointed Chief Accountant. Consequent upon the formation of the London and North Eastern Railway, of which the Great Eastern Railway was a constituent company, from January 1st, 1923, Mr. Newton was appointed Assistant Accountant. He succeeded the late Mr. C. L. Edwards as Chief Accountant in 1928. While with the Great Western Railway he was certificated as proficient in signalling and railway working, and played a leading part in the formation of the Great Western Railway Accountants' Office Students' Society, of which he was Secretary for many years. Mr. Newton has lectured on railway accounts at the London School of Economics and the Great Western Railway Debating Society, while he has contributed to the pages of the Railway Gazette and other journals in regard to railway accounts, office appliances, etc. He is a Fellow of the Central Association of Accountants and has been a member of the Council of that body for several years.

NICHOLLS (Richard Howell), C.B.E., M.Inst.T., Superintendent of the Line, Great Western Railway. Mr. Nicholls entered the service of the Great Western Railway in 1884, in the office of the Superintendent of the Line, under Mr. G. N. Tyrell, and was afterwards transferred to the staff of the London Divisional Superintendent. Whilst there he filled practically every position at stations and in the Divisional Office. In 1904 he was appointed Chief Clerk to the London Divisional Superintendent, and in 1907 became Assistant Divisional Superintendent. In 1911 he was appointed Assistant to the Superintendent of the Line, in 1917 being made Assistant Superintendent of the Line. In April, 1919, Mr. Nicholls entered into his present office. He is Chairman of the Superintendents' Conference of the Railway Clearing House for 1932.
